Parliamentary Centre in the Regions
The Parliamentary Centre’s Regional Office in Dakar
PCRO will work in close co-operation not only with Senegal’s National Assembly, but also with those of other countries in the region such as Niger, Benin, Mali, Burkina Faso, etc.
Its mandate is to represent the Parliamentary Centre in French-speaking West African countries and to offer a dedicated support to ACPSP activities in the sub-region. It will organize all activities involving Francophone partners in the region and offer its support to program activities in other regions of the continent as well as in Canada. ACPSP provides its technical expertise to its various partner networks and parliaments and facilitates their capacity building by offering programs and training in the sub-region and by assisting in the sharing of experiences and know-how between its partners in French-speaking West Africa.
It will also assist the program in enhancing its prescriptive capacity and improving its visibility throughout the region.
Moreover, it will provide an African base to the Gender Network, thus becoming ACPSP’s third focal point in Africa.
PCRO will also endeavour to connect parliamentarians with the civil society, communities, concerned citizens, etc.
This way, in Senegal, the Centre supports a follow-up and evaluation project for literacy programs associated with poverty reduction activities.
The Centre also invests in various sectors under the governance program, with PCRO co-operating with various international organizations active in these sectors in the sub-region.

Official opening of our Dakar regional office
The Parliamentary Centre’s Regional Office (PCRO) in Dakar has been officially opened on Tuesday, April 19, 2005 in the presence of Her Excellency Louise Marchand, Canadian embassador in Senegal, as well as of representatives of various international organizations, members of the Africa Program steering committee and several Senegalese MP’s. All these distinguished guests then attended a cocktail party in recognition of the significance of this event.

Second Budget Training Workshop held in Dakar |

On May 10 th and 11 th 2006, the Regional Office of the Parliamentary Centre in Dakar and the Finance Committee of the National Assembly of Senegal organized a second workshop on the budget process. On October 25 th and 26 th, the Regional Office of the Parliamentary Centre in Dakar and the Finance Committee of the National Assembly of Senegal organized a workshop on the budget process. The workshop was set up at the request of the Finance Committee with a view to addressing shortcomings in the budget analysis process within the Parliament of Senegal.
As such, the general objective of the workshop was to build the capacities of parliamentarians, particularly the members of the Finance Committee of the National Assembly, in order to improve the impact of parliamentary contribution to the development and oversight of finance legislation implementation, especially the national budget.
50 participants attended the two-day training workshop, including 31 members of parliament and 5 representatives from staff. In all, 8 women MPs were present, that is 26% of all the MPs attending. At the opening session and during the workshop, the speaker of the National Assembly was represented by the third deputy-speaker Babacar Gaye.
CIDA was represented by Agathe Frappier, Head of Canadian Cooperation and Director of the Senegal Program, José Montabes, Deputy-director of the Senegal Program and Médoune Cissé, expert in Governance at Canadian Cooperation.
The Regional Office had invited Ali Sow, an expert in public finance, to act as moderator/facilitator, the Director General of Finance, the Budget Director and other experts from the Senegalese Ministry of Economy and Finance. The Forum Civil and the CONGAD were also present as representatives of civil society.
The Regional Office of the PC and the Finance Committee are planning another follow-up workshop, to be held by the end of March 2006. Report |
