BiH Parliamentary Assembly Holds Public Hearings Across BiH
In December 2005, the Legal/Constitutional Committees of the BiH Parliamentary Assembly held public hearings across 8 cities in BiH on post-secondary education. These types of public consultations, as conducted in Canadian parliamentary settings, are new to BiH, where hearings, when conducted in the past, were only done so in the capital, Sarajevo. Support for conducting the hearings was provided by the Parliamentary Assembly’s Research Centre, which was established through the Parliamentary Centre’s program in BiH. This initiative was considered an important step not only in the promotion of public outreach in BiH, but also as a further step in building the research capacity of the Parliamentary Assembly and establishing and promoting the Research Centre with Members. PC continues work on introducing performance auditing in the regions of the Russian Federation under the Accountability Strengthening Program (ASP)
On December 6, the Parliamentary Centre signed in Moscow an agreement with a group of regional accounting chambers and the Accounting Chamber of the Russian Federation to implement under ASP a new set of activities aimed at the introduction of performance auditing in the regions of the Russian Federation. Main goal of planned activities will be to assist the Republic of Tatarstan and the Region of Tyumen to conduct pilot performance audits and to hold parliamentary hearings on audit reports. The agreement follows a very successful first stage of the project where the accounting chambers of the regions of Leningrad and Voronezh conducted pilot performance audits on healthcare and the audit reports were considered by the respective regional legislatures.

Serbia Passes Law on the State Audit Institution
Through it’s CIDA-funded Southeast Europe Parliamentary Program (SEPP), the Parliamentary Centre supported the National Assembly of the Republic of Serbia to draft a law on the State Audit Institution (SAI). An experienced researcher and legislative drafter was engaged by PC and assigned to a Sub-Committee tasked with drafting the law. The draft law was completed in Spring 2005 and reviewed by various international experts, including several prominent Canadians, for its viability, adherence to international norms, and non-partisan structure. On November 14, 2005, the law was passed with 129 of the 188 present MPs voting in favour for the law. More…
