Since the early 1990s, Canada has made efforts to support a sustainable transition to democratic government in Cambodia. In March 2000, the Canadian International Development Agency (CIDA) sent a planning mission to Cambodia in order to develop a framework for a long-term governance project. Subsequent to this mission, the Parliamentary Centre was chosen by CIDA as the Canadian Executing Agency for the Cambodia-Canada Legislative Support Project (CCLSP).

The main objective of the CCLSP is to contribute to good governance and democratic development in Cambodia through capacity development of the National Assembly and the Senate. The three outcomes of the project include:

  • Enhanced capacity of the National Assembly, the Senate and their Commissions to draft and review legislation;
  • Increased responsiveness of MPs to constituents;
  • Improved capacity of the Secretariats to support the National Assembly and Senate.

The project hopes to achieve these outcomes through the use of methods that encourage local ownership and sustainability.

CCLSP Study Visit to the Parliament of India (February 2007)

In February 2007, a delegation headed by His Excellency Mr. Oum Sarith, Secretary General of the Senate of Cambodia, and comprising senior managers of the National Assembly and the Senate of Cambodia, travelled to India in order to gain a comparative perspective on legislative management, drafting, and review. The visit allowed the participants to focus primarily on legislative management policies as they are practiced in the Parliament of India, the roles and responsibilities of its committees, and its experience and practices in holding the government to account. The Parliament of India’s professional development programs—intended to develop and further enhance the capabilities of their parliamentary staff—drew a lot of attention from the Cambodian participants as well. The study visit provided participants with improved knowledge and practical skills in effective legislative management and laid the groundwork for further regional cooperation between the national legislatures of India and Cambodia.

Successful Review of the Parliamentary Centre’s Program in Cambodia

In Fall 2006, the Cambodia-Canada Legislative Support Program (CCLSP) underwent an extensive review and evaluation. The draft report, released in January 2007, concludes, among other things, that the project successfully achieved significant output- and outcome-level results; was well strategized, planned, and managed, and well reported on; maintained exceptional relationships with the Government and Legislatures in Cambodia; and paved the way for increasingly open and better informed debate on some important issues, particularly in areas of social development.

Corruption, Poverty, Growth and the Role of Parliaments
Africa-Asia Parliamentary Dialogue (Dar es Salaam, September 2006)

From September 25-27, 2006, parliamentarians from 14 countries of Asia and Africa met in Dar es Salaam, Tanzania, for the second Africa-Asia Parliamentary Dialogue. The first Dialogue was held in Phnom Penh, Cambodia in 2004. The follow-up Dialogue provided an opportunity for participants to reinforce the networking and learning that began two years ago. Study Visits by Women’s Caucus to South Korea and Japan

In August and September 2006, two delegations comprising Cambodian women parliamentarians visited the Republic of Korea and Japan. The delegations primarily investigated the legislative management policies as they are practiced in these two countries. The study visits also helped to provide an in-depth analysis of the two countries’ problems related to women’s issues and the way they are being addressed. Measures to prevent and combat trafficking in persons, especially women and children, were among the questions discussed by the delegates with their counterparts. More ...

Equipment Donation

In November 2006 CCLSP donated 20 computers, 20 printers, and 6 scanners to the secretariats of the National Assembly and the Senate of Cambodia.
